Around the head of my penis there's this (I think) dead flakey skin. It falls off here and there. Should I be worried or does it mean it's growing? Thanks for the help.

Dead skin?
You should just be able to wash it off when you have a shower or bath. Its not a problem if you can wash it.

Just keep the hygine up and it shouldn't come back. I don't think it means your growing btw either.

yeah if it just washes off it should be okay if not it sounds a lil bit weird and maybe you should see a doctor

It probably is smegma, and as long as it washes off, as others said, you're fine. If it starts hurting, go to the doctor.

As said, it's fine as long as you can wash it off. No this is not a sign that you are growing. And as also said if it hurts then go to a doctor.

I looked at smegma on the internet and it seems like it's only found in people who are uncirsumsized but I'm cirsumsized it doesn't hurt though.

If you were recently circumcised, then it's just the head adjusting to the friction induced by your clothing. Also, some people experience this when entering puberty because the skin on the head of the penis starts to change as you enter puberty. It's really nothing to get your shorts in a knot about and if you are bothered by it too much, then you could just speak to your doctor about it next time you see him/her.

Josh, skin exfoliates all the time, but you really don't see it. Assuming there's no redness, burning, itching, or smell, then I'd recommend a little vaseline jelly for a few days and see what happens. The skin might have dried out more b/c you've been swimming and exposed to chlorine, or maybe you haven't showered or something, it's probably caused by something different you've been exposed to.

If the symptoms persist, or there's redness, pain, etc., it would suggets you've got some little *nasty* like a fungal infection, which is easily treated, tell your dad.

Also, as an FYI, growth doesn't cause flakiness, it's a largely invisible process.
