Well It's hormones mostly but some guys jus don't know how to keep it in their pants. It also has to do with them being immature bastards, and haveing no respect for a lady. It's not u trust me some guys are just dicks, and don't have a sense of respect.

I think people stare because they havent really seen anything like that before, and they are simply interested. I am just going to be real, MOST teenaged guys are perverts... that is all i am giong to say, because the rest is a little inapropro.

Happens I'm afraid. But Girls do it as well, stare at boys shirtless who are muscley etc.
Its just sexual magnetism and attitude. Some are better at hiding it than others.

I can guarantee you that most men mean no disrespect when they are looking at them. I'ts actually evolution playing it's part. Males look at big breasts because that means that the woman they are after has fat (a good fat...im not calling you fat), which means that the woman has lots of nutrients to pass onto the baby, which will make a healthy baby.

that doesn't mean it's not awkward, but its a just a reason why we do it.
