sperm are produced more at colder temperatures (thats the whole reason the balls are on the outside of the body in the first place)....maybe your now producing sperm

basically it means ur balls started growing, and thats one of the first things in puberty so some use that phrase basically as it means starting puberty

Also when you're born, your scrotum is tight and close to your body. When your balls "drop", the scrotum descends and becomes less tight, especially when it's warm e.g. in the bath or when masterbating/having sex
