Resizing limits in signature

So, I've looked around and I can't find this, I know a standard picture can not exceed 500pxX375px but the signatures follow a different guideline, may I ask what these sizes are? For example, my current sig = 400pxX155px with 0pxX20px being a transparency, this size exceeds the my general sig style by 0pxX25px so the change isn't very large, yet my sig is resized. ):

Width can go up to 400, every sig I made for users has a width of 400.

Are you sure? Because my picture in my signature is way below that and is resized randomly.

Your image is 200 x 196. 196 is greater than the maximum 140. Only one of the conditions needs to be met in order for it to be resized.

I raised my limit anyway so it just fills the page for me.
