More details? Is it on your scrotum, where does it start and end exactly?

I doubt that this is anything important just a physical color and/or feature. It should have no importance to you and you should have no worries. But as for what it is, we need more details.

This is the perineum. Its very sensitive, I you try stroking it lightly that should be good! Everyone has it.

You're mixing it up! The perineum is just the area between your scrotum and your anus.
The line you're describing is called the perineal raphe. It's a line (sorta like a seam) that runs from your butt hole (anus) to your penis. It then continues on from there as the penile raphe, which appears as a brown line that runs down the penis.
What is it though? Well, when you're a baby in the womb, your body starts to develop as a girl. Between your legs, there are folds of skin that would eventually turn into labia (the folds of skin girls have down there). But, when your Y chromosome kicks in, it brings those folds of skin together, to create the scrotum and the penis. The line is left there as a sort of scar from the two folds of skin fusing together.
Every guy has this, so you are perfectly normal.

Ya, if it looks like it was cut open and then stiched back together...than it is normal. Many males have this.
