Definately start of with just a peck on her lips. Then, see how it goes.
Best do it somewhere private,either your house or hers will do. This sounds cliche but put on a movie and when you are sitting down make your move. Or, you could be hugging her and as you pull out of the hug give her a quick kiss.

I agree if it is your first dont make it in public!....But i know this might sound stupid but literaly just ask her when you guys are on a date. I did this with my gf the first time i kissed her and she said that she thought it was realy cute that i asked.

That I have to say I don't agree with, they've been going out for 9 months and they're obviously close. The spontaneity/surprise is perhaps the most exhilarating part of a first kiss, it's more romantic. I mean you don't want to catch her off guard, but just wait for the moment, and make the move...trust your heart!
