It is either cum, or precum. Some people's cum tends to be clear (depending on diet and development), but if yours is "milky/white", then it is precum.

Well, from the way it sounds you have one of two problems. The first is that it sounds to me like you are a young boy and this is one of your first times masturbating. If so, the you are referring to what is called a climax and the ejaculatory fluid that comes out is white and sticky. This is called semen. Secondly, if this is after you have climaxed and you are no longer masturbating and fluid is coming out, it could be something different. Ask a doctor, or a parent.
