Well, I really like this girl, and I know that she likes me (we were making out for a while) and im thinking about getting into a relationship with her. Uhm, but what if we get far enough to sex? This is where the real questions is, when i masturbate, it feels like im ejaculating but this clear sticky liquid come out. Because you're only 13, your body cannot produce cum that is white.
What you're describing, if it comes out at orgasm, is cum that is not white. Your body is not developed enough to produce cum that's white.
Now, if this instead comes out while you jack off, but not at orgasm, this is called precum. Precum is a natural lubricant that cleans out the urethra from urine so the sperm that passes through it doesn't die. Many men produce this when they're horny, especially really horny.

That's because you're only able to ejaculate semen at the moment; you're not old enough to be able to produce / ejaculate sperm also.
If you are looking to have sex with this girl, then whether or not you can produce sperm shouldn't matter in the slightest as I'm sure you're not looking to get her pregnant.
Even though it sounds like you're not able to produce sperm atm, you must still wear a condom when / if you have sex with her.

well somethings I have read is that sperm can be many diffrent colors like clear white and some other colors . the only time you should be concerned is when you see blood fortuntly I havent ...knock on wood

To sum it all up:
Yes you can produce semen, but it is clear because it is still developing. As your sperm develops, it will become thicker and whiter because it is more pure, as in more % sperm and less % a weird substance that is mostly water and sugar.
Your girlfriend shouldn't care if you can ejaculate developed semen or not, sometimes its better.

The liquid is precum, but if you get that white liquid when you cum, then you have an unusually low number of sperm cells, i think. USE CONDOMS!

Yes just to agree again with nearly everything above.
Your ejaculation is clear because it doesnt yet contain much sperm, that will change given a bit more time.
If your girl friend is an expert on what cum looks like there's something she's not telling you!
Even though your cum is clear it may still have enough sperm in it to get a girl pregnant, so you must use a condom, and the condom has to go on before any penetration, not just when you think you're near to cumming.
Really if you're both 13 and only just starting a relationship keep the brakes on a bit mate, dont rush into sex too soon

yer although this is a repeat of what everyone said I wouldn't suggest sex for a few reasons. 1 if she decides to go against you she can claim rape as you are both under 16 (british law is u16 i dunno bout us but i think its u18 isn't it?) and you wud go on the sex offenders list and you couldn't work with children when older, for having sex with a girl who wanted sex then turned against you... Another as you are 13 your penis is unlikely to be full size and I'm not judging you but presumably your penis wouldn't fit in a condom and you don't want it to slip off do you as that could potentially lead to a baby in your arms or herpes on your penis... Another is that when you are going to get the condoms wouldn't it be a bit embarrassing buying condoms for you pharmacy at 13? I would hold your horses a few more years but it is entirely your decision. All I am saying is that if anything goes wrong we did warn you :D
