Well when a baby boy is born the head of his penis is covered in a layer of skin called the foreskin. Depending on the decision of the parents, the doctors can surgically remove the foreskin. The boy is now circumsized. However, if the parents decide to leave the foreskin the boy is uncircumsized

Usually done for medical reasons, but sometimes people choose to have their foreskin cut off for other purposes. Can be done at any age, however usually when they're a baby if they have a very tight foreskin or another problem. The operation then is less painful.

Circumcision = no foreskin (skin that covers the glans of the penis) because it's been surgically removed.
Uncircumcised = foreskin remains.

anyway to answer your question, circumcised would mean the head of the penis is out and exposed because the skin around has been cut around, this decision is made by the parents and could make it easier to keep that area clean but leaves it more vulnerable, uncircumcised would be the opposite, that the skin was not modified in any way after birth this keeps the area of the penis less susceptible to damage but means that it should be thoroughly cleaned everyday
