New Zealand has billboards that bleed.

It seems almost counter-intuitive. You want drivers to pay attention and drive properly, so you put some big billboard that does something that would shock the average joe and catch their attention. Now add on the rain and such and what do you risk... car crashes... which is what the sign is meant to be against... .

It could make people aware. But then I think if I was driving along and saw that, I would be so distracted. =/
