First its easier to cut the hair first like trim it down. Then shave it but shaving will make your balls itch to i wouldn't do that.

Yes, a few words: VERY, VERY, VERY CAREFULLY. Just like normal shaving, but EXTREMELY carefully. You don't want to cut anything down there.

I do it in the shower with just water, when you shave your balls pull the skin tight so its not wrinkly so you shave on a smooth surface or you could cut your balls O_O and nobody wants that, lol

First thought: CAREFULLY!!!
Second, I'd try to get the hair trimmed down as close as possible (those pen-shaped trimmers work well), lather them up with shaving cream and move in GENTLY with a razor.

TRIM.
Shaving? Can cause cuts (ouch), will itch, and has several other disbenefits.
Trimming is much better, not as much itching, and much more safe but you still have to be careful.
If you HAVE to shave, look up how on the net.

There is no pain in shaving your balls. It is a myth and besides smooth balls feel awesome.
If you are going to shave your balls use lots of shaving cream and a new razor.
Go real slow so you don't cut anything.
Here are some tips that I had made into a sticky on a different teen site.
Here are some tips about shaving your pubes. It seems this question always comes up.
1) It is important to trim your pubes real short. You can do this with scissors or clippers clippers work better for me. My suggestion is to trim really short first so you can decide if you really want to shave. If you trim, it won't itch while growing back.
2) Take a warm bath and shower. Apply shaving cream on the pubes and shave them off. Don't go over an area more than once. If you need to shave the area again reapply more shaving cream. This will keep the irritation down.
3) Rinse again with warm water. Check to see if you have any areas that need to be shaved again. If you do reapply shaving cream. It is important to not go over an area lots of time or it will cause an irritation.
4) Once you are done, I always use a towel and dab the area dry. After the area is dry I always apply rubbing alcohol to the area. It will stink at first but it will soothe in a couple of minutes. I do this every time I shower for the next few days and I don't have that much trouble with itching like everyone else complains about.

Well i wouldnt advise shaving, as the curvature or your balls and the bumps from hair follicles are just asking to be nicked with the razor.

in my experience all i do is take a cold shower and then shave with a razor
i dont use shaving cream or anything and it works fine. out of like the year or so ive been shaving ive never cut myself once and never used shaving cream. and it only itched for a day or so then it stopped.

I don't want to start a debate but from personal experience: DON'T BOTHER.
I have been horribly uncomfortable for the past week. Not because of itchy skin, just short prickly hairs 'spiking' all over my manhood.

Trim.
Shaving HURTS. I couldn't sleep for days. You can imagine what I spent my time doing.
