Its not that hard. I could make 1 easily with paint but I don't have it since i have a mac but it really isn't that hard. Anyone with paint or appleworks could make one. Or use one from another forum with their permission

Coding for smilies is really simple. I'm certain any of the three current admins (or Kiros if they desperately needed his help) could easily put an xD smiley on this site.

You would have to on phpBB, but vB works different. It just puts it up as long as the folders are chmodded right.
