Your body may not yet be producing semen which in turn will make you unable to ejaculate. all you can do is wait for your body to mature.

There really is nothing to do wrong, ejaculation comes with and orgasm, so there really is no way to "reach the climax" if you're already at it. You body just simply isn't mature enough to produce mature semen. Pre cum though does contain semen, and as you get older the concentration level of the semen will increase.
