im 13
my balls look tiny and don't hang at all.
i'm barely reaching 4 inches when i'm hard.
and i can only dry cum.

anyone out there like me?

Well, I'm not sure. Probably not, because everyone progresses at a different rate.

As the above user said everyone grows at a different rate.

at 13 being 4in hard is ok. Puberty can last until roughly 21 years of age.The average adult male penis is 5-7in you have many years of growing left so dont worry.

As for cumming. as said above all will happen in time.

You'll both grow and cum with time.
Do you have any pubic hair? Your testis and penis will usually start growing a little before you get pubic hair but most people notice the pubic hair first because it stands out more than a little growth.

You just have to wait. You are just a late bloomer and will grow in time. nothing to worry about.

As the rest have said you just have to wait because there's nothing you can do about it. Don't fret about it because it should not affect your life at all. We all have to deal with puberty, but in different ways because everyone's body is different so we all grow differently.
