Yes.
There is a piece of skin called the frenulum - many guys (circumcised and uncircumcised) have this. It is a small strip of skin on the underside of the penis, connecting the head of the penis and the shaft of the penis. It's very sensitive, and its function is to help the foreskin retract over the head of the penis. Some circumcised men don't have this as it was cut off when they were cirumcised.

The frenulum can be ripped with rough masturbation. I guess it would be possible to rip the foreskin too. But seriously, just be careful...duh.
