Well, if this is a true story, then it could be because you are either a late bloomer, or because your penis is just not going to be that large when you grow up. Most likely because you are a late bloomer though. Do you have any other signs of puberty (ie. facial hair, pubic hair, changes in your voice, disproportionate hands/feet/arms/legs)? Either way, you should accept your body and love who you are. You just have to take what you get, and make the best of it.

As to whether or not people "put things up their ass", that is called anal simulation. A lot of guys will do so, so it is not un-natural or uncommon.
