Try putting milk on cotton balls and hold it on them for a few minutes, my friend told me that helps her.

Its caused by leaky capillaries under the skin that burst due to stress (like staying awake longer then you should). So its like a bruise. i suggest make-up/beauty products to fix it.

Raw potato slices will help tighten baggy, puffy eyes. All you need is a potato and a knife or slicer!
To Make:
1. Slice 1/4 potato to fit over your eyes.
2. Cut 2 slices or, if you prefer, 5 to 10 very thin slices, several for each eye. Either method works.
To Use:
1. Spritz eye area with water.
2. Lying down, place the potato slices on your eyelids and leave in place for at least 10 minutes for best results.

Get a good nights sleep, drink more water and try to eat healthier, this will improve your general skin care and may help to reduce the effect of baggy eyes. Also check out various creams, lotions and make up related products which are designed to cover them up.

Thats the best advice I've seen so far, the natural approach is probably best approach to take. :)

I do know that some people naturally have bags under their eyes...kinda due in part to stress and such.
I just suggest trying to take ccare of yourself as a whole

Try an egg mask:

Apply cool tea bags, an ice cube wrapped in soft cloth, or cucumber slices to your eyes daily. The tannin in tea bags has been shown to reduce swelling and discoloration, and cucumber slices have long been used to reduce puffiness and refresh the appearance of skin around the eyes. Lie down, preferably in the morning, and leave fresh cucumber slices or cool, damp caffeinated tea bags (you can refrigerate them overnight so they’ll be ready) over your eyes for about 10-15 minutes. Keep your eyes closed.Another alternative would be to place ice cubes in a small basin of water until the temperature drops to freezing. Take a small towel then dip and wring completely in the ice cold water before directly placing over the eyes covering the problem areas. Repeat the process one or two more times.
Tired orbital areas may be relieved by cold application. Place a number of spoons in the freezer for about 30 minutes to an hour to allow it to absorb the cold. Use the backside of the spoon and place directly on the eyebags and dark circles for 2 minutes. Make use of the various angles of the spoon until the coolness is completely transferred on your face.
Healthy eating habits and a sound exercise routine will keep your skin healthy and prevent formation of eye bags.
Eyebags may also develop through fluid retention so it may help to keep your head elevated during sleep and avoiding too much salt and fluids before bedtime.
Individuals should limit exposure to UV rays and sitting in front of the television or computer for too long.
Smoking should also be reduced or stopped entirely since it can cause blood vessels to constrict limiting oxygen and blood supply to tissues.
Choice of food is another factor to consider since spicy foods are known to excite the nervous system. Focus more on healthy and natural food options rich in essential vitamins and minerals.

The best advice is to make sure you get enough sleep and eat properly!

the best thing to do is sleep =]
and I think everything else has been covered here..
I know it sounds weird, but my stepmom does this
buy preperation H XD
take the little wax thing and rub it on the bags,
It works on wrinkles too..
Now this wont help with dark circles, so a bit of foundation or something if you have those.
