I think the bulge you feel kinda in your sac is the base of your penis. Especially when hard, it will be easy to feel. If the bulge you feel kinda shows up when your testicle is on either side in the middle then thats the base

I think since you said it is only when you are sitting a certain way. It is the blood trying to flow but it is somewhat constricted and the blood can't go through your penis with the speed and volume it wants to.
