How do you create one?

I would like to create one for all the British Columbians on the forum.

Okay, then it seems you don't meet the requirements.

When you do go to the Social Groups link at the bottom of the main page.
Then scroll all the way down until you see "Create New Group" and then follow the insturctions from there
