Pretty much all active members like to help, otherwise they would have asked their questions and left. A helper title would be way overused. ;)

then have a few peeps with the title so other people know these are the best people to get advise from

That's basically a big part of being a moderator/counselor. They are people senior staff selects that would be able to help those in need of help in specific categories; for example, John's a P101 mod because he has a great deal of knowledge in that area, and it makes him visible as someone that people cane go to for advice privately.

The problem with a title like that is it would create another level in the already existing heirarchy. Ideally you would want as few levels as possible. We are all members first, we are all here to help.

I understand what you want to do.
I think to avoid doing that title thing which gets a little troublesome.
In my opinion, all you have to do is write it in your sig, that you are willing to help if needed.
That will do. Also, people will eventually start PMing you if you give good advice and post a lot.
