James, if she's 13, i'd wonder what her frame of reference is, how many penises has she actually seen/touched? Her response might indicate a lack of experience rather than any clear statement about your penis.

on average a big penis is a very good thing...if ur over 6.5 inches it would be considered larger than average, because average is 6-7 inches

Not neccesarily a good thing per se. Most girls aren't deeper than 8 or 9 inches, so you could hurt them.
