Mt testacles will slowly move up and down is this normal?

Changes to temperature can cause the testicles (scrotum, really) to expand and contract to keep sperm healthy which is normal. This sounds like the most likely reason.

when its cold ur scrotum tightens up to keep ur ballswarm and when its hot u scrotum releases to keep te ur balls cool or not so hot... i don't really know what im saying :eyebrow:

its not abnormal for your testicles to move because your scrotum is doing all the work, but if it gets closer to body then logically you have to say that the testicles will too because they are contained there. scrotum expands/contracts in order to regulate temperature around the testicles because sperm are very fragile and production is affected if it is too hot/cold in that area, like if you get out of a pool or lake etc they will be closer in order do feed off body heat to become warmer, hope that helps
