Eventhough you're asking this here, I'll answer it here, I hope that's Ok.

It sounds like a 'beauty mark' or freckle (or a bunch of them). Those are areas of greater pigmentation, one of those normal things. You need to worry when they're raised, change color (or change color within the circle so they're two distinct colors, like red and brown). Otherwise, chances are they're just little freckles, which you can get anywhere on your skin, including the genitals.

Also, it's typical (as you've discovered) for the labia to be a bit darker than the surrounding skin, the pigments darken with puberty (similiarly to guy's scrotum).
