Why do some people have red, green or purple 'blocks' in their 'rep power'

Red means they have negative points grey means neutral and green means positive.

Which is also neutral. When someone just joins they have a grey block of rep because it's neutral.

No, when a newbie joins they have a green rep block with a reppower of 0

as a random example

purple/grey blocks in your user CP on recent comments are neutral (so from someone w/a rep of 0 or neg)

Either way gray is still neutral no matter the reason behind it being gray it's neutral.

No, gray blocks are neutral, black blocks are disabled.

Umm, the green(positive) means they have a rep points above 10...I think its 10. Neutral(gray/purple) are rep points between -10 and 10 and the negative(red) are -10 and lower.
Black is an option that you can choose to do via your User CP
