every time i see a girl i'm kinda interested in something always clicks in my head and every negative thing i have ever said about myself or someone has said about me plays in an 80s montage in my head. usually after that i become friends with her and nothing ever comes of it.

For example
I met this girl named Skylar and me and her became good friends and we had fun together all the time. one time i sneaked out and went over to her house because something happened to her(long story) and she called me. but while i was comforting her,her parents weren't home, i had an urge to kiss her but the same thing happened and i ended up hugging her. After i left and got back home i started saying stupid, stupid, stupid, under my breath and then i fell asleep. we are still close friends but i cant work up the nerve to do ask her.

i would recomend just asking, if she really does like you then she will kiss you.
Or you can say "i have a suprise for you" then cover her eyes with her hand and kiss her(:

Well, I have had the same problem for many years. Fortunately, I understand it now.

You're there, it seems like the perfect moment, but you don't do it. Think though, is it really the best time? If shes crying, shes not thinking about kissing, which, although I know it seems like you're trying to take advantage of her (because I know thats one of the things you think about during or after the even), shes just being sad. The best thing you can do is hug her, whisper in her ear "im here for you" or "I love you no matter what", kiss her on the cheek, and if she turns, you can kiss her on the lips. Lightly play with her hair too, girls like that. A kiss on the cheek is a great friendly thing that you can do if the girl is not your girlfriend but needs some support or someone there for them.

That will work.
