The puppy is cute.

And as for your first two, considering it's an anime style drawing, a good portion of it will be rated strictly on the eyes. Your eyes lack detail, however much time you put into your eyes is how much you will get out, add light spots, shading, and a little effect, better eyes will increase the appeal instantly.

Basic rule of thumb though..
Wide, big eyes = good personality
Small, squinty eyes = bad personality

Yeah, the were drawn late at night by the light of a night-light in about 15-30 minutes, I know those two are pretty bad. I lost my better ones. =[
