Both in terms of height and erection size there's going to be any enormous variety at your age. Some guys will be well into puberty and others wont even have started. Both your height and dick size are fine, plenty of time left for growing some more.

You didn't tell us if that was erect or soft.

Either way at 13 your at the very start of puberty meaning you have plenty of time left to develop

Its normal your young dont worry when i was 13 i thought i had a small penis but then i was just like well i just started puberty lol and my penis has grown alot so i wouldnt worry i think you will be satisfied in the end :)
