It might, but 2 mm really isn't significant. Well I guess it can be, depending on how big your penis is to begin with :)

It happens in neither dogs nor humans, or any other animal with a penis, otherwise, most adult males would be walking around with elephant trunks in between their legs.
@ the second question, your penis may become a tad harder due to the stimulation, but you won't notice it, and your penis will not 'grow' in there.
