That's something only mods do, when they think a thread is important. If anyone could do it, it would be abused.

For a poll there's a tick box you can check at the end of a post.
A sticky is made after careful consideration from all staff involved.

Yea, stickies are relatively simple to make.
When you are making the thread, there is a box toward the bottom of the page that says "Make Poll" or something of that nature, check that and it will take you to a new page where you edit the poll, add stuff, subtract stuff, etc.

Just be aware that its kinda hard to edit a poll after its made...I think admins are the only ones...i think

polls are a check-box on the bottom when you post a thread. be careful, you can't edit them tho.. =| annoying
