Well I know you have probably heard this a milion times, but you're probably just a late bloomer. There's really no other answer than that.

To be frank, you are actually quite normal for your age, and you just probably have not started puberty at all. For a 13 year old who probably has not started puberty you are actually a really good size. I am guessing that you will probably start to notice changes this summer, and when you return to school you will be a tad bit bigger. Don't worry if you are smaller than your friends as you short kids now always catch up and end up bigger in the end.

As for your masturbating, the reality is that once a guy gets an orgasm he goes soft. What you are describing is normal, and instead of going soft after ejaculating you are just going soft after an orgasm. That is normal, and it is the body's way of protecting your penis. After all, if you stayed hard all the time, then you would continue masturbating until your penis went raw! By the sounds of the tickling sensation you are getting your penis is probably gearing up for an ejaculation as the muscles down there are probably developing.

In short, don't worry as you are fine for your age, and just be patient (easier said than done) as you will surely develop. I know it can be hard being the smallest right now, but where your body lacks development enhance your mind.

I just have to agree with the others. I wouldn't call you a late bloomer because lots of guys wont have had their first ejaculation at your age. So just be patient, enjoy the dry orgasms. You'll catch up soon enough I expect.
