Some girls really do, some not so much. I've heard of women who can reach orgasm just from having their breasts toyed with, but for others it's not a big deal. i know im not a girl, but here's my idea:

i think that it is a mental thing, that, because the breasts are considered sexual by most, they then become associated with sex, and sexual pleasures. and so when ones breasts are touched, one may experience arousal or pleasure.
