I think it's more of a taboo with girls because they are meant to be "innocent little girls" instead of "hormone driven boys". Thus it's talked about less because it's not expected.

Yeah, they are supposed to not be seen as masturbation crazy, that is the stereotype boys are supposed to fill out in their minds.
