Possibly, but probably not.

It sounds like she does care about you (hence the crying when you removed her from everything), but she doesn't want to be anything more than friends.

I've been in a few situations like this, although not to this extreme. I'd say try your best to look elsewhere.

Sometimes in life you just have to admit defeat. It's OK to move on looking while keeping a grain of hope in your heart.

she sounds like someone you could have a life long friendship with. she said from the start that she likes you as a friend and although sometimes feelings change, mostly they don't. i suggest you enjoy your friendship with her. sometimes friendships with certain people can be just as or even more special.
