Is your foreskin really tight or something? If it is, then you can get some creams from the doctor and let it slowly loosen up. The frenulum should never break.

Okay, so I'll answer your questions here.

1) Usually the foreskin does that, and thats what pleasures the glands (the really sensual part near the tip) which makes masturbation feel good. It's not like it has to though, you just have a short frenulum.

2) You don't produce pre-cum simply because you are not mature enough, and thats that. There's nothing you can do about it except for wait, it will come (no pun intended) eventually.

3) I don't believe so, but you can get expensive surgery which I don't recommend at all which elongates it.

4) It might at first, but as you mature the glands of your penis get harder and darker, and therefore less sensitive, meaning you will be able to put on a condom with less difficulty.

Don't worry about it!!!! It seems like you're still pretty young (around 13) so I wouldn't worry about what other people are going to think and having sex or anything like that considering you shouldn't be having sex this early in your life anyway.

I'm guessing you live in a country where to be cut is the norm and that's what's making you feel uncomfortable. I find it hard to believe (correct me if I'm wrong) that you'd want to be cut if you were growing up in the UK where its very, very unusual.

Producing precum, as far as I know, is nothing to do with whether you have a foreskin. Your foreskin will probably get looser and move more easily with a little more "exercise".

I can assure you there is no problem, and nothing painful, about putting a condom on an uncut dick.

Remember this is the norm for large parts of the world and guys are not going around in discomfort as a result of it.
