Is your jizz getting in your pubic area? Maybe that could cause it. Also, maybe trimming would work, or MAYBE if your a really sweating person, or really need to get your hand going, you may be sweating.

I think the best thing to do after your ejaculate is to take a shower right after doing so. It does get really itchy down there after masturbating, and my thinking is because masturbating is such an intense activity causing sweat that it is only natural that things will get uncomfortable down there. The best parallel I can make is if you do some very strenuous physical activity such as running a couple of miles, then you will feel really sticky and dirty. Likewise, your penis is going to feel the same especially if you sweat a lot and produce a lot of semen or seminal fluid. Basically, take a shower or invest in some baby wipes to clean yourself off so that you can deal with your issue.
