Plastic wrap is not a very good condom. It doesn't form a very effective seal around the penis, because it's not shaped for that. I also don't know how effective plastic is at preventing the spread of STD's. Even condoms aren't 100% and certain brands are more effective than others, especially against the AIDS virus.

Like John said, Vaseline is oil-based which will disagree with a condom. Baby oil is as well. I think the general rule for acceptable lube is anything water-based, where the package does not say "for external use only". If it's going to end up inside you anywhere, you don't want to use something that really wasn't meant to be there.
