I think it is still part of your genitals.
But I have never seen a name for it.
And even after a quick google search, I found nothing

Yes, it does have a name.

It is called the perineum. Wikipedia says that the perineum is the "region in both males in females between the pubic symphysis and the coccyx."
It's also called the taint or guiche, which is where the guiche piercing is placed.

Urban dictionary says the guiche is the place between your asshole and your nutsack.
