There is one cut on my arm that i have re-opened about 15 times by now, and now instead of it being red, its yellowy, meaning that there are no red blood cells there, just plasma, is this a bad thing?

I've got a few like that, I'm not sure, but just take extra care it doesn't get infected if you're not already.

If there is no sign of any red blood cells plus you have a reduced / no sense of feeling, that is normally a sign of dead, yet clean, skin.
You need to stop opening it up though! Cuts like that can easily get infected which could make you ill. Just keep it clean and let it heal up of its own accord. If you ever need any help / support with it then there are loads of people here at VT who you can talk to :)
If you do open it up again, have a read through this thread: http://www.virtualteen.org/forums/showthread.php?t=21146 It's got some useful advice
Also, pop along to see your doctor so see what he/she advises.

please, please dont open this up again,
i know its nothing alike,
but i took out my belly button peircing
and havent stopped re opening it for months
i re open it almost everyday
and i can TELL it will never heal if i keep doing this
and the longer i do this the worse the scar will be
when your grown
do you really want this horrible scar on you?
because if you keep opening it,
not only may you get badly ill
you may have a HORRIBLE scar,
which when you get over this
which you WILL
you'll regret.

You really need to get rid of this habit of re-opening these scars. The more you continue doing it, the chances of you having a huge scar on your arm forever are highly increased. As you grow older, I'm guessing you won't want this scar to stay with you for the rest of your life. Also, it's very dangerous, it will get even more infected causing you to be ill!
Try different techniques to stop yourself from doing it such as (I know it may sound weird, but it works for some people) writing in bold letters "DO NOT RE-OPEN" just above your scar or something like that. Or try your best to cover it up so you're not tempted to pick at it. Any simple methods to distract yourself from re-opening your cuts could work for you.
Also, go to a doctor for further medical advice.

i'm thinking i could probably put a sweat band over it? like a wrist band maybe? that would probably help.

wrist band and a band-aid under that. That way you can't have easy access to it. The band-aid will also help keep the wound clean so nothing can get in and cause an infection.
