No, the two are different.
They both result in harm being done to your body but they have different thought patterns and motivations behind them.

Though they can be similar in theory such as E.D. harm your body, etc. Usually people with E.D.'s do not intentionally want to harm their body.

No it's not. They are both different, but they're both doing harm to your body.

People with eating disorders rarely start off with a motivation of harming themselves because at first they seem to think they are doing something "good" for their body like losing weight and getting thinner and it doesn't majorly occur to them at that point they're putting their body through so much harm. But both anorexics/bulimics and self-harmers are slightly similar in their own way such as feelings of low self-worth and punishing themselves (for self-harmers it would be cutting or burning and with anorexics it would be starving themselves or over-exercising; so those would be their punishments depending on the illness).

Some people with eating disorders actually do end up intentionally harming themselves due to feelings of guilt, depression, worthlessness, dissapointment and thinking that they are too fat as such.
