You do not have to be any age to buy a condom.
I'm pretty sure it would be unlawful in the US to deny you of the right to buy a condom because of age, and any sales rep attempting to do so could get fired/prosecuted.

how do you know what size to buy?

Just the average size fits most people.
If you're worried, buy samples of each size (although usually it's just normal and magnum; magnum really doesn't even add that much more, especially since condoms stretch so much)

There is no age restriction to buy condoms, and anyone can get them.

As to where you can get condoms, you can get them for any discounter like K-Mart, Target, or Wal-Mart. Also, you can get condoms from any drugstore like a Walgreens. You can find the condoms in the health/beauty department of these stores, and the condoms are usually by the feminine hygiene products such as tampons and pads. Condoms come in packages as small as 3 and as big as 36. The costs of condoms go from $3-$25 depending on the brand and quantity. You can also buy condoms online from drugstores such as Walgreens.

As for the type of condom to buy, the overwhelming majority of men fit into the regular sized condoms. Especially with your being 13 as per your profile there is a very, very slim chance you will need the large condoms, and the regular ones will do fine. There are many brands of condoms, and the national brands like Trojan, Durex, and Lifestyles are all pretty good.

Any age from chemists, and:
1. They cant really ask you...
2. If they are too rude enough to ask, say your father asked you to do a favour

Well funny story... Me and my friend which is a girl. We went into Rite Aide and I picked up some condoms and I put my arm around her, the guy at the register had his cheeks turn red. So just have fun with it. By the way I was 14 when I did this.
