I have had oral sex with a guy. Twice. And this week, my Sex Ed class started. My teacher told us that you can get an STD from having oral sex and that it would infect your mouth and throat. Most STDs can be transferred via oral sex. So yes, if he has an STD, you most probably do too.
Yes, condoms, and ask him to get STD tested so you know you're safe [or not].

You could stop before ejaculation, but that only helps against things like AIDS, not things like genital herpes.

Although there is still and Oral STD risk, it is of lower risk than full intercourse. If you have cuts somewhere between your mouth and stomach, you will almost certainly get them. However, the acid should kill of most STDs theoretically but for best safety use protection or simply abstain until you can be sure.

if u both havent had any other sexual partners but yourselves then none of you would have had STDs/STIs to begine with so you wouldnt have got one from him and you wont in the future just as long as he dosent get another sexual partner that he could possibly contract a disease from

you are only 13
if neither one of you have had ever had a sex partner prior to this then you are probably fine. If you plan on having other partners then you should get checked out to make sure you both are ok
