Thats a bit of a confusing question, you cant have a wet dream without an ejaculation, thats a contraction in terms. You can of course have sexual dreams, and I think if you're really drained out on semen it would probably be possible to have a sexual dream with a dry orgasm, I don't thinks thats very common though. Or maybe you woke up in time to prevent the ejaculation?
Strange thing about wet dreams is you can dream your self doing things and experiencing things that you really have no experience of. Everyone should try it!

Even though you masturbated before you went to bed your mind was still upon a sexual act that you were thinking about before you sleep.
There is a theory that the state before you are about to go to sleep, the last thing you think about is the thing you would dream of.
Don't quote me on that. I'm just assuming.

I think I see three questions here. I will try to break it down.
Firstly, it is totally normal if you never had a wet dream before. A lot of guys don't have wet dreams especially if they start masturbating before they start producing semen. Also, if a guy masturbates regularly, then the chances of having a wet dream goes down a lot.
Secondly, if you are asking if it is normal that you have never ejaculated, then I would say you are fine. There are guys around here as old as 17 who did not experience their first ejaculation until then, and it is all right if you cannot produce semen, yet. One way or another you will produce semen, and don't worry about it.
Thirdly, if you are asking if you had a sexual dream and was essentially mastubating during it but did not ejaculate would that be considered a wet dream, then I would say that you just had a wet dream without the semen especially if you cannot produce cum, yet. I have had a dream or two like that, and it is normal to have them.
