There is such thing as a dry orgasm, where you don't cum, but it's nothing particularly smaller than a normal orgasm so calling it a mini orgasm would be way off.

Pretty much agree with Jon here, dont really understand the original post, it certainly isnt something I've experienced. I think what Jon's saying is that you can wank for a bit anytime and it feels good, but if you just stop you dont get an orgasm. Thats how it is for me anyway.
