A man in northeastern Brazil has had his penis severed by his girlfriend who accused him of raping her daughter, police say.
Isaias Saturnino, 42, was sleeping at home last Friday when Maria da Silva used a kitchen knife to cut off his penis, police officer Fabio Gaudencio said.
Gaudencio said Silva fled and remains at large.
Saturnino underwent reconstructive surgery and was in a good condition on Monday, but is expected to stay at least two months in hospital for observation.
Gaudencio says Silva's daughter accused Saturnino of raping her starting at age seven. She is teenager now.
Gaudencio said on Monday that Silva is expected to voluntarily turn herself in.

I would call it assault but I'm sure she isn't set free.

Not just a bat. But I wouldn't go as far as attempted manslaughter. Anyways doesn't manslaughter being no intent to kill. Attempted manslaughter makes no sense, because if someone attempts manslaughter then they attempt to accidentally kill another person. You either really attempt to kill some one or accidentally kill someone.
But I think if he needs to use his penis for bad it would be easy to just remove the problem. The problem being his penis.

No, attempted manslaughter is not attempted to accidentally kill. Saying that goes against what manslaughter means, and goes completely against the definition of manslaughter you provided.
I haven't looked much into this story, however, if he was accused of raping the kid, then that does not equate to him having raped the kid. It means that someone claims he did that and both Saturnino (guy who woke up dickless) and Silva (girl who made guy dickless) would have to go to a court of law where they are assumed innocent until proven guilty. Only until that time can the two be deemed guilty of anything. Of course, if either one turns either self in and confesses, then that would make things a little bit easier.

But does the "innocent until proven guilty" apply in Brazil?

No clue but I assumed that it did, as I assumed that you need some amount of reliable and valid evidence in order to show that the suspect did indeed do the crime. It's obvious that Silva did cut off Saturnino's hotrod, so the only that remains in question for that is what to charge her with and the appropriate sentencing/punishment.
The issue with charging Saturnino is the evidence that is against him, which is a teenager girl's memories when she is 7. The issue with that is how do you know she is not lying or altering the memories? I can just as easily say that since I was abused then so-and-so did [action] to me. It's the girl's word against his about an action that happened years ago. If there is further evidence for her to prove Saturnino's guilt or evidence for Saturnino to prove his innocence, then it can go somewhere.
But, for his sake, I do hope that Brazil does adopt a method or similar method to innocent until proven guilty. It may be (this is a guess), guilty until proven innocent.

As far as I know attempted manslaughter is impossible.
The only difference between manslaughter and murder is that murder is premeditated. So, if it was attempted, it was obviously not by accident, and it would be thought out, thus either attempted murder, or assault; not attempted manslaughter.

There's two separate kinds of manslaughter according to the law, both are unplanned.
1) Voluntary manslaughter (nonnegligent manslaughter), is killing in a heated moment (unplanned), usually provoked by the victim.
2) Involuntary manslaughter is the wrongful unplanned killing of another person.
this would fit under the first
she attempted to kill him in the heat of the moment but failed
but w/e i dont really feel like debating about that in here
agree with me
don't agree with me
I don't care

Ah that makes sense.
Except I also don't think she was trying to kill him, just chop off his wang. :P
