Well....
First off, you should never solely listen to your friends, you have to trust yourself and see how you feel first. Obviously you didn't really think before doing this, and it cost you. You hurt her by ignoring her, which you never really should to anyone, and probably confused her a great amount by telling her you like her after doing so. This is something that is very very hard to come back from.
It seems as though she did not mean it when she forgave you, but it also sounds like you were being somewhat pushy and impatient. Stuff like this takes time, and it appears like you didn't give her much of this. She told you she was going away forever for one reason: she doesn't want to see you or talk to you again, simply because you hurt her that bad.
If you really want to get to at least have a chance with her or be friends, you need to call her up one day, and apologize. Be clear, thoughtful, and mean what you are saying. Don't make anything up either to make it look like your life was so difficult to then or stuff like that, you must be honest. All I can say is this: The only person that can mend a broken heart is the one who broke it.

And there lies one of the problems. You can't just tell a girl you like her then ignore her, that's terrible and really confusing to the girl. I'm beginning to think you never really liked this girl at all, you were just in it for the sake of it. If so, you shouldn't have ever started this relationship, but you did, so it is your responsibility to end it, which she did for you so that's kinda of a lose lose for you.
Of course she was mad at you, do you understand what you did? You invited her into a new relationship, and even if she said no the first time, she was thinking about it. You slammed the door on her face though.
And I said she probably didn't mean it when she forgave you.
