Ive shaven my pubic hairs more than once, However I use soap as the "Lather" to shave them, and right after I clean the excess hair, I notice these irritated bumps that I Assume is razor burn. However every time I touch one it pops and bleeds, Any explanation?

This is some type of pimple. To be honest, I get them every once in a while except they don't bleed. It seems that they are pretty large if they actually pop and bleed, so I would suggest using a different soap (a milder one) and try that for a few days. Mae sure you wash daily and thoroughly for the next...two weeks. If they still persist, then its time for the doctor :)

I think that what you should do is rinse your pubes in warm water first to open up your pores before adding anything else. As suggested above, you should try using a gentle soap around your privates such as something made by Dove which cleanses the area without being too harsh. Make sure you don't shave against the grain and shave in the direction of the pubes so that you don't get bumps. Finally, moisterizering your skin with a cream, especially around your privates, is a good way to calm your skin to prevent problems.
