i'm fifteen, my penis size is small, my left testicle hangs lower than my right and is much bigger. i have minimal pubic hair and my voice sounds like a six year old. shouldn't i be progressing more by now?

Dont worry, as stated above, you are normal, puberty occurs at different times for different people, you are just a late bloomer.

Completely normal. Pretty much all guys have one testicle lower than the other/ is bigger. And yeah - those other things are because you have not developed as much as maybe most people of your age, however you will. Everyone develops at different rates ;)
