Most of the time when I look at my scrotum, it is small and my testes are up inside of me. Or at least only 1 of them is feelable. I wear boxer briefs all the time, could that be why they are almost always like that?

If you are saying that your testicles have not descended, then that is not a good thing, and you definitely should seek medical attention.

If your testicles are just hanging high, then keep in mind that testicles don't hang low for guys right when they start puberty. It takes time for the testicles to lower. Also, if you are cold a lot, then the testicles move closer to the body to keep warm.

As for your underwear, if you are wearing very tight underwear, then that will keep your testicles close to your body, but when you remove your underwear your testicles should move into there normal position. Just make sure you are not wearing underwear that is too tight, and if you are growing, then you might need to frequently update your underwear to compensate for growth.

They have descended, I can definitely say that. I started puberty like 3 years ago. They usually hang down, what I was asking was, if my underwear causes them to like scrunch up? Even though it isn't that tight....

This is the correct answer.

No, your underwear will not 'keep them warm (or cool)'. The testicles make sperm, and for that to happen, the temp must be in a narrow range below the temp of the body (98.6F). So, if it's warmer, they hang lower, giving them more 'air' for cooliing, and if it's cooler, they scrunch up closer to the body, where they're warmer. Underwear alone doesn't always do enough.
