That depends.

What exactly do you mean by you can't? If you mean you can't reach an orgasm, then it's probably either A) you haven't grown enough to be able to do it in that kind of a position or B) you've already done it today and/or can't focus. Er, no I would say its not normal. Some people would find the effect of the water in the shower might disturb things, but most guys (don't know if yr a guy or a girl) would be a able to wank standing up, indeed most will have done so with some frequency
