Your only 13, puberty lasts until your early 20's meaning your just at the starting point of puberty meaning youve got plenty of time to develop.

Well, the above posts made sense of this, but here's a little detail...

Every part of the body develops differently and at different times during puberty. For example, there might be a 14 year old who has a deep voice, near fully grown, can ejaculate, full size penis, but relatively very small amounts of body hair. On the other hand, there may be a 13 year old who's short, still high voice, undeveloped muscles, yet LOADS of body hair.

The point is that some people can't ejaculate or even pre-ejaculate until they're fifteen, while some boys can do so when they're twelve. I couldn't ejaculate until I was (and still am) 13 either.
